FUTURE BRITISH CONSULATE-GENERAL: SBTC'S LIST OF QUESTIONS AND CONCERNS

1. The following is a list of (A) the questions and (B) the main concerns raised by Mr Day in his Telno 198, together with responses produced in consultation with OED.

2. Mr Day claims to have seen no costings. In fact, these are set out in each of the outline designs submitted by the 6 competing architectural practices.

3. (A) Questions

(1) What is the "ideal establishment" of the new Consulate-General?

- As set out in Schedule of Requirements/Design Brief

(2) What assumptions have been made about the future of the JLG? Will it meld with the C-G and if so, when, and what are the staffing implications?

- It will co-locate with the BTC in the new CG building when ready. 1990 Inspection assumptions, (eg that role of SBTC will be assumed by Consul General, no. and grades of JLG staff in CG etc) still stand but will need to be kept under review, for example at the next inspection (due in summer 1994).

(3) What is the current draft programme (A) for recruiting and training the core staff and (B) for the assumption of functions by sections of the new C-G?

Draft paper produced by HKG in April 1992. Considers priorities for building up staff. Broad lines approved by Burns, AUSS. We will give a copy to Mr Day. In light of his views, will need to be developed further.

(4) Who will coordinate the input from departments of HMG, Hong Kong Government, BTC, JLG and others as the situation evolves? ie, Does the Steering Committee have the remit to direct both the building and the activities?

- OED Project Sponsor (now Alex Smith) in liaison with Project Coordinator (now John Morris). As laid down in DSP Annex 22, a project of this kind should be coordinated in London.

Who is supposed to be coordinating the input of

interested parties in Hong Kong?

- SBTC has brief to liaise with interested parties in HK and input to OED/HKD.
