4. The effect of pursuing this proposal would be to embroil us in a lengthy dispute with the Chinese in which the outcome would be controlled by the Chinese military. Such a dispute could not be resolved quickly, and there would therefore be a long period of uncertainty, before, I am quite sure, we had to give way and seek another property.

I very much hope therefore that we will set our sights on a non-military property.
