In my telegram 294 of 36 January, I suggested that we should give more thought to the possible use of Headquarters House as the residence of the future British Consul-General in Hong Kong. Subsequently David Ford put some suggestions to Lord Caithness and Peter Ricketts during their visit in March and to
GCHQ when he was in Hong Kong in April.

You may find it helpful if I set our ideas out on paper. The scheme is that we should link the continuing use of Headquarters House by HMG with the return to the Hong Kong Government of the CSOS buildings at Chung Hom Kok and the CSOS staff quarters at Pendragon in Stanley. The idea would be to produce a package including the following elements:

(c)
HMG hands over to the HKG the buildings at Pendragon and Chung Hom Kok, the future of which is currently being discussed between us;
Headquarters House is made available to the HKG, as a residence of the future British Consul-General; and
The HKG builds a new house for the Commander of the Chinese PLA at Stanley Fort.
A package of this sort would have a better chance of being acceptable locally (e.g. Executive Council and Finance Committee) than a simple bid for the Consul-General to take over Headquarters House.
