FUTURE BRITISH CONSULATE-GENERAL

1. As I think you know, we are on the brink of making a recommendation to Ministers over the choice of a design for the future British Consulate-General in Hong Kong.

2. I am not sure to what extent the JLG office has so far been briefed on the design proposals which have been submitted by selected UK and Hong Kong architects. My impression is that you have not so far been much involved. I think however that it would be helpful if you were able to take an interest.

3. This would be directly relevant to your functions in Hong Kong. As I understand it, the Chinese agreed to the acquisition of the site through the work of the Land Commission. From now on I would expect them to take the view that the planning and construction of the Consulate-General is largely a matter for ourselves. But it cannot be excluded that some feature of design or function comes to their attention and that they want to check it out with you. I cannot at this stage identify anything which could cause them any difficulty, but you never can tell. Another area in which your expertise could be useful would be the assessment of the scope for unrest/hostility after 1997 and the adequacy of the design in dealing with it. Finally there could be some read-across to eventual Chinese thinking on an MFA office in Hong Kong.

4. Could I suggest therefore that you or one of your staff take an interest in the planning? Stephen Day is of course being very thoroughly consulted, and he will be able to put you in touch with those concerned in Hong Kong, principally the project managers, Swire Properties Projects. The present position is that the design by Terry Farrell & Company is the front runner, but Ministers have not yet been consulted.
