1. Thank you for your minute of 29 June. I have now arranged that Stephen Whittle, the Project Liaison

Architect, should go to Hong Kong tonight for meetings with Mr Day on Thursday and Friday. I sincerely hope that he will be able to lay Mr Day's fears to rest, and to begin the dialogue with him as to how best to develop the Farrell design. There will, of course, be a limit to how far this can go in advance of Farrell being appointed. Mr Day's concerns about the brief can also be aired, but Mr Whittle will need to point out that the brief itself is, and always has been, the responsibility of the Steering Committee.

I should dispute, for the record, two points that Mr Day put to you. His Management Officer had been deeply involved in every stage of brief formulation, Architect briefing and design assessment until Mr Day began excluding him upon his own arrival in Hong Kong. In all of OED's dealings with them, Swires have been scrupulously dis- passionate, and they have told Clive Newey that they have adopted the same stance with Mr Day. Although I think it is likely that Swires would prefer to work with Leigh and Orange, with whom they are familiar, I think it most improbable that they have spoken to Mr Day in the terms claimed.
