HONG KONG: FUTURE CONSULATE GENERAL.

RECORD OF THE STEERING COMMITTEE (WORKING GROUP) MEETING

HELD ON 9 JUNE 1992

1. The meeting was chaired by Mr Hum who after a brief

introduction asked Mr Bertram (OED) to describe the various

design schemes submitted for the Consulate General.

2. Mr Bertram said that in conjunction with Swire

Properties OED had examined all the schemes and had come

down in favour of the one produced by Terry Farrell. The

designs were not meant to be final and a lot of the details

still had to be sorted out. However OED felt that the

Farrell design met most closely our requirements and was

architecturally the more attractive. The proposed building

followed the boundary of the property which meant that

because of the steep inclination of the site less excavation

was needed, there was good access to the offices and garden

and the flats were in the right place. Also the Consulate

Offices and those of the British Council were housed in

separate buildings. Mr Bertram said that any drawbacks in the scheme could be rectified in project development. As for the relative costs of the designs the Farrell Scheme

fell somewhere in the middle. However Swire Properties felt

money. No work had been done

that it offered good value for

on the running costs of each scheme but OED felt that there was probably not much between them.

There then followed a general discussion on various

aspects of the internal layout of the Farrell Scheme. OED representatives explained that although there was only one

vehicle entrance to the Consulate, the British Council,

Consular/Visa and commercial sections as well as other BCG

staff each had their own access. The Joint Directorate

representative said that he was happy with the arrangements

for receiving commercial visitors and Consular and MVD representatives expressed satisfaction with the

arrangements. OED added that although there was still
