1. Build an atmosphere of trust with the Hong Kong authorities at all levels and in all departments relevant to British commercial interest. In particular, get to know and work with the new gener- ation of Chinese senior administrators.

Review the prospects for building up the British Chamber as a service to businessmen: draw the demarcation line between what they and BTC should best do, with the aim of maximising their revenue and minimising our costs.
