I was asked to comment on staffing bids and the design submissions for the new Consulate-General.
2. My preference is to take things in sequence what are the jobs to be done; how many people need to do them; what accommodation will they need?
3. My preliminary thoughts are attached. They are based on observations made to me over the past five months and discussions with staff. I think they represent a rough and ready consensus. Most are self-evident: so far as trade promotion is concerned, Hong Kong is straight- forward. It must be among the easiest places in the world in which to operate. But the BTC needs to be - and seen to be as efficient as any comparable DS operation elsewhere in the world, and as good as the competition in Hong Kong. That will require an effort, and some changes.
4.
You will no doubt tell me where we go next on the new building.
On the information available here I believe more study is needed. Are we expected to do that - or is it being done in London? We have a number of misgivings, but are in no position to judge since the basic criteria are not known. If we are to be seriously involved, a considerable commitment of time will have to be made.
