The budget of £22.5m quoted in the invitation letter is the amount currently allowed for within the FCO system. It is essential that the estimates given in the outline cost plan of the submissions are realistic and reflect the space standards set in the SOR and the quality required. Subsequent cost escalation except for inflation, rate of exchange fluctuations, design unknowns such as geotechnical surprises and client's changes will be unacceptable.
The cost plans will be assessed by OED's principal QS
(Mr Geoff Riding who is experienced in this sort of work). Mr Riding is prepared to discuss any problems with the architects' QS advisers. Would the architects please give the names of their QSs to Swire who will inform Mr Riding who may visit Hong Kong during the next few weeks.
In order to widen the net of QS selection and to reflect the role of the design team QS in giving cost advice to the Client, it has been decided to appoint the QS following some form of fee competition. The competitors will be short listed by the Client and may include the QSs who have advised the architects during the preparation of their design submissions.
