This will be an important and expensive building, and I think it important to ensure that we have looked carefully at the needs we shall be meeting and the ways in which we will do so. Could I ask you to review these issues and let me have a consolidated view of what the requirements of the Public Departments will be, in the light of the best guess we can make about the impact of new technology and the working practices which will go with it?
