Vienna Convention were not applied to Hong Kong after 1 July 1997, the reference to 'international obligations' would nevertheless catch any bilateral consular convention which existed between the UK and the PRC at that date and any relevant customary international law obligations. We should ask whether the HKG intend this language to go in the PTG as well as the lease, or only in the lease.
