The Faderal Office for Polica Matters of the Federal Depar of Justice and Police presents its compliments to Her Britannic Majesty's Embassy in Sexne and, referring to her note No JP 49 detad July 27, 1992, concerning the request made by the Goveza- ment Secretariat in Hong Kong fex the extradition of L1 **U, 25.10.1955, Chinese national, has the honour to communicate the following:
The extradition of 22 to Hong Kong was granted with decision
- the resent 01zice dated October 13, 1992, under the so- dition chât Hong Kong furnishes sufficient guarantees:
that it will respect the principles of the European Conven- tion of Human Rights dated November 4, 1350, concerning every form of detention of 11, especially for the time after the change of Hong Kong to the Republic of China,
- that it will respect these principles for the time of decen tion pending trial in Hong Kong and that LI will have the possibility to serve an eventual' sentents in a prison in Great Britain.
DI still has the possibility to appeal against this judgement to the Federal Supreme Court which will take a final decision. Regarding the quarantees, this office will order the relief of 2012 these are not presented until November 9, 1992, 04.00 .. the text of the European Convention of Human Rights is attached to this neta.
