HONG KONG REQUEST FOR EXTRADITION OF LI TZU FROM SWITZERLAND I will still check the osman paint

Please see the attached papers under cover of a fax from NTCD to this Department. (I have copied these to Ms Abbott-Watt in WED). The Swiss authorities have approached the Hong Kong Government to ask for certain undertakings about the conditions attaching to the extradition of Li Tzu, referred to as a Chinese National. The Hong Kong Government is not in a position to make the guarantees requested and has suggested in a letter to NTCD a form of words for a reply which they suggest should be conveyed to the Swiss by the British Ambassador in Berne.
2. Mr Bunten has consulted Legal Advisers, who see no objection with the reply suggested by the Attorney General's office.
