Background

The allegations in the motion are related to the case of Lorrain Osman, a Malaysian businessman, who has been detained in the UK since December 1985 pending extradition to Hong Kong to face serious charges of fraud and corruption. The allegations about Ibrahim Jaafar and others involved in the case have been aired in the courts. Osman has made nine unsuccessful applications for a writ of habeas corpus; the ninth application was rejected on 20 November as an improper application; an application for judicial review was also rejected. Osman has until 30 November to seek leave to appeal to the House of Lords in respect of the application for judicial review. A tenth habeas corpus application will be considered at the same time. The Home Secretary issued a surrender warrant on 15 June 1992. The Home Secretary has indicated that Osman will not be surrendered before the hearing on 30 November.
