I am very sorry that you have not yet had a reply to your letter of 21 October. I was in New York when it arrived, and have been making myself familiar with the case since I got back. The Department had in the meantime been looking at ways of applying pressure as you request. While they were here in London for the latest Osman hearing, Grant and Best of Clifford Chance briefed us about developments in this case since the submission of the "Recours Gracieux".

The matter has been discussed with the Attorney General. Although he is in Paris today on other extradition business, the case (to do with BCCI) is so delicate that Sir Nicholas Lyell does not feel able to raise the Saniman case at the same time. Nevertheless, he is now apprised of it, and I will let you know if it is in fact mentioned.

At the same time we are considering alternative methods of engaging the French at the political level.
