That this House notes the new evidence in the matter of corruption at the offices of the law officers in Hong Kong, arising from two public interest immunity certificates granted to Foreign Office Ministers in 1990 and used to withhold documents from the courts contrary to the Attorney General's remarks on public interest immunity certificates in November whereby a public interest inmmunity certificate is used to deliver papers to judges upon which the judges decide what shall be withheld; notes that these public interest immunity certificates granted to the Foreign and Commonwealth Office in 1990 were used specifically to conceal from the courts the cables transmitted to the Foreign and Commonwealth Office in London by the political adviser in Hong Kong, I. D. Boyd, relating to the specific arrangements made by the Hong Kong Attorney General, Michael Thomas QC, with the Malaysian emissary, Chooi Mon Sou, whereby the law would be bent in order to assist Chooi Mon Sou with his cover up for the three Malaysian politicians Dr Mahathir, Tunku Razaleigh and Musa Hitam, being, respectively, the Prime Minister, the Finance Minister and the Deputy Prime Minister, each of whom had a direct role in the lending by the Malaysian bank BBMB, to the failed Carrian corporation; and notes that the jailing of Warwick Reid, the acting Director of Public Prosecutions for Hong Kong, who acted as the executive on the deal made between the law officers and Chooi, and whose role is outlined in the public interest immunity certificate documents, has still not been explained to this House by any Minister; and calls for an immediate inquiry into the conduct of the law officers in Hong Kong.

CHANNEL TUNNEL AND OZONE DEPLETION

That this House notes that an estimated 25 tonnes of ozone-destroying HCFCs are being used in the construction and operation of the Channel Tunnel air conditioning system based in the Folkestone and Hythe constituency of the Secretary of State for the Environment; regrets the Secretary of State for the Environment's refusal to instruct Eurotunnel to use the non-toxic alternatives available for the air conditioning system which will use HCFC-22; believes that this short-sighted specification will lead to further destruction of the ozone layer; further believes that as a prestige project the Channel Tunnel should have set an example to industry by using safe alternatives to HCFCs which are available; and calls on the Secretary of State to recommend to the binational intergovernmental commission that ozone-friendly alternatives to HCFCs be used in the contruction and operation of the Channel Tunnel.
