successful Malay businessmen in Malaysia. That the loans were

made to the Carrian Group when it was one of the largest property

conglomerates in Asia and was then universally regarded as one

of the safest and most profitable investment opportunities in

Hong Kong. That although immense losses were suffered, this

cannot be placed at Mr. Osman's door since he could not be

expected to anticipate the collapse of the Hong Kong property

market which resulted in the liquidity problems which eventually

brought about the collapse of the Carrian Group. That he is

being made a scapegoat for the losses as a result of improper

cooperation between senior personalities in both governments.

The decision of the Secretary of State of 15th June, 1992,

to issue a warrant ordering Mr. Osman's return under s. 12 of the

Extradition Act 1989 followed the dismissal on 11th June, 1992,

of Mr. Osman's petition for leave to appeal in the House of Lords

against the dismissal of his
