London would have to take into account the terms in which the second extradition request had been put to the French Government and any relevant comments about the French view of the legal standing of the Hong Kong Government in this matter that emerged in court.

Bertollas said that he would follow up this latter point. We all agreed that the more the British Government's role could be stressed, the more weight this approach to the Conseil d'Etat would have in French eyes;

The target date for Mme Masse-Dessen to send her first communication to the Conseil d'Etat would be 15 October. Thereafter there was a further four month period for the more detailed case to be made;

Mme Masse-Dessen has separately requested of Mr Harris some detailed documentation of certain aspects of the case against Saniman which she has promised to feed in to the Ministry of Justice as soon as possible. Mr Harris has this in hand.
