P.22

(vil) absence of political offence;

39

(viii) fulfilment of legal conditions and absence of obvious error under the

1927 law.

The document was finalised at 11.00pm on Friday, 7th September 1990. It had required a team of 3 lawyers working to midnight throughout that week. There was considerable input from all and much fine tuning at the end of the day. Certain sections of the Note were reduced so as to achieve a workable document. I drafted a supplemental request, affidavit in support, magistrate's Certificate and Governor's Certificate and furnished those along with the supplemental note to Hong Kong. (Annexure "L") and (Annexure

"L2").

144. During that week (Thursday?) we were informed by M. De Touzalin, Saniman's lawyers had advised that the 11th of September was unsuitable to them and that they required the matter be adjourned. M. De Touzalin was annoyed by the way this had been done at the last moment. He asked me to notify him of dates convenient to me. He said he was conscious of fixing the date for the hearing so I could attend. The hearing was adjourned

until 19.10.90.

145.

On the 11th of September 1990 the Governor of Hong Kong Sir David Wilson executed the Supplemental Request. The request was then couriered to Paris and delivered to the British Embassy on the 12th of September 1990. (Annexure "M").

Third Meeting with Procurer-Général (De Touzalin) 13.09.20

146. On the 13th of September 1990 Monsieur Bernard Siméon met with De

Touzalin in Versailles to furnish him, as a matter of courtesy, with the of the Supplemental Note.
