notification dated 20 March 1992 of its decision not to proceed with the extradition;
a memorandum from our Paris office dated 21 April 1992 summarising discussions they have had with a French academic lawyer who specialises in extradition and an advocate who practices in the Conseil D'Etat where legal challenges to administrative decisions are determined; and,
a note from Clive Nicholls QC to Graham Grant recording his view that the Hong Kong Government should exhaust all available routes of appeal against the Ministry of Justice's ("MOJ") decision.
