DRAFT LETTER FROM THE SECRETARY OF STATE

To: Dr Simon F Watts

Oxford Polytechnic Gypsy Lane Heddington Oxford

OX3 OBP

Thank you for your letter and enclosure of 19 April about the Lorrain Osman case.

Mr Osman's lengthy remand in the UK flows from the very extensive use he has chosen to make of the appeals procedure. To date, seven applications for a writ of habeas corpus have been heard and rejected by the courts. Mr Osman has now petitioned the House of Lords against the judgment in the latest habeas corpus application earlier this year.

The allegations made in the enclosure to your letter are a matter for the courts. They were considered and discussed by the Divisional Court in the course of Mr Osman's unsuccessful fourth and seventh habeas corpus applications.
