EXTRADITION OF DR RAIS BIN SANIMAN FROM FRANCE

Problem

1.

The French Ministry of Justice have overturned a Court ruling which would have permitted the Government of Hong Kong to extradite Dr Saniman to face fraud charges in Hong Kong. Hong Kong's Legal Advisers say that the only way to appeal against this decision is to activate an obscure procedure known as a "Gracious Request" from HMG to the French authorities.

Recommendation

2. I recommend that we instruct our Embassy in Paris to give political support to Hong Kong in this case, by
