1. The PUS asked to see the telegrams he is alledged to

have sent as part of the "cover-up" referred to in the attached early day motion.

2.

The only telegrams which have been circulated publicly are at reference in the attached booklet. There is nothing in the Kuala Lumpur telegrams which could be used to imply any cover-up although the final sentence of para 5 of Hong Kong telno 2874 of 20 December 1985 has been used by

the defence to suggest that Posts had knowledge of a

cover-up.

The six telegrams in this booklet are part of a group of nine telegrams which were initially made available to the Osman defence, but were later struck out by the Court,

because they were irrelevant and also covered by Public

Interest Immunity. The other three date from 1989, relate

to a Parliamentary Question, have not been made public and

do not contain anything relevant to a "cover up".
