The purpose of this letter is simple.
Bill Chapman at No 10 told me that Ministers had 'endlessly reviewed the matter.'
If they have then there are some rather serious consequences arising from what transpired at the High Court on 24th and 25th Feb.
The Chooi document, which I attach, is a witness of truth to a conspiracy to pervert the course of justice. The Jalil documents prove that Hong Kong knew that Lorrain Osman was not guilty of the allegations they have made against him.

And if I were you I would seriously question Woolf judgment, which, in the light of the substance of the documents, isnt so much perverse, as bizarre. I told Mr. Chapman that the revelations in Sir Harry Wolf's court were a matter for the police and the DPP, which is where they are now headed. In the light of the hidden agenda that the Crown is operating in this affair, you will understand that I cannot leave this matter with any domestic agency.I am, therefore, encouraging those who wish to ventilate the matter before the European Parliament in the form of an extended version of EDM 811, requesting a debate, to go ahead and do so, next week.

I would remind you that last week the French Government rejected

extradite Mr. Osman's Hong Kong’s
alleged conspirator Dr. Saniman. No doubt Paris gave you their reasons with the decision but I am told by French sources that the view taken there of the matter, is 'tart'. The words 'political', 'mauvais fait' and 'mal' were used to me.
