I present my compliments and advise you that I an writing to you in your capacity as political director of the FCO.

I am writing in connection with those aspects of the Osman case which are political, which relate to the FCO through the names of those appearing on the several sequences of cables which are associated with the case, and because the case is now seriously impeding relations between the UK and Malaysia, notwithstanding the fact that Malaysia first requested the arrest and detention of Lorrain Osman.

Recent events.

1. The Lord Chancellor is now contemplating the contents of my delayed letter to Woolf LJ, in relation to the material that appeared in his court on 24th and 25th Feb. last. He will be examining it in the light of EDM 811, and of the many expressions of unease and concern, made by members of the House of Lords, both about the case itself and about the bias shown by the High Court against Lorrain Osman.

2. I enclose the AWSJ and FEER account of the reaction in the Far East to the case brought by the minority shareholders in Carrian, against BBMB, which lowered both the KL and Singaporean Stock Exchanges and the share price of all bank stocks in KL BY 27 points and which has put the privatisation of BBMB on ice for the time being. Note particularly the actions of the Malaysian Government in forcing (my) story off the wires, just as they have forced (my) story about the court case on 24/25 off the wires.

3. Note carefully the remarks of Razaleighs successor as FM, about the case as it now stands. I would associate those remarks with those made by Dr. Mahathir in Parliament last July. Since neither HK nor the FCO seem to have got the message, let me put it bluntly to you, as I'm sure Dr. Mahathir has, or soon will do, to No. 10.
