Many thanks for taking my call and noting that David Alton MP will be out of action on this matter for the duration of the election.

You said that Ministers had 'endlessly reviewed the case.'

Does this mean that they are aware of the nature and implications of the documents underlying EDM 811, and that they have been fully and properly briefed on those documents, and on the associated cables.?

If the answer is yes, this creates something of a problem, does it not? Adkins/15.6.1990, is, in laymans terms, perjury. The withholding of the Jalil documents is, in the light of the Chooi minute, the realisation of the apparent conspiracy to pervert the course of justice arranged in the Financial Secretaries office, on 17.1.1985. I have to advise you that I interviewed Chooi by phone and he confirmed the minute of the meeting. Colleagues spoke to Sir John, and so far as his condition allowed, he confirmed the substance of the minute and amplified it in places, with regard to his view of Sir Michael Sandberg and Michael Thomas QC.

In contemplation of what emerged in the High Court on 24th and 25th February this year, I feel that there is no alternative but to pass the material revealed in the court to the police and the DPP. Because an appeal is pending, I am seeking the advice of the Lord Chancellor on how this should be handled. The difficulty of course is that, because of the nature of the material, the nature of the 'cover up' revealed in the documents, and HMG's apparent support for, and involvement in the cover up, neither the Lord Chancellor, nor any of the law officers are able to make a decision, solely in the interests of justice. For those reasons I feel that those who wish to ventilate the matter, in an extended for of EDM 811, before the European Parliament, should not be dissuaded from doing so.
