1 I attach a copy of Kuala Lumpur telno 138, which is self-explanatory. I should appreciate your comments on the course of action proposed by our High Commission.

2 It would be interesting to know whether the telegram identified by Kuala Lumpur was one of the nine considered by the courts in Osman's fourth habeas corpus application. so, it seems more than possible that the telegram has been passed to Osman, presumably by his lawyers.
3 There is some urgency to this, and we should like to get a reply to Kuala Lumpur by the end of this week.
If you will require additional time to consider the full implications of what is proposed, perhaps you could let me know by telephone so that I can send an interim reply.
