decision. Also of importance from our point of view would be the need to ensure that what might be said could not be portrayed as a threat. However we might include something along the following lines in our reply, a draft of which is attached.

"I note that the pamphlet enclosed with your letter summarises certain telegrams which are the property of the Foreign and Commonwealth Office. As you will be aware these telegrams are confidential. Further, they were accepted by the court as being covered by public interest immunity. You will, no doubt, wish to consider carefully your position before circulating them or their contents further."
