I enclose the final piece of evidence relating to the framing of Lorrain Osman, as I promised you last week.

Summary.

1. Hong Kong committed perjury before the High Court in June 1990.

2. The Crown Colony and its officials have had and continue to have the Chooi minute, and the Bremridge files, in their possession. Those documents prove that Lorrain Osman did not commit the bulk of the offenses of which he is accused. Further, Hong Kong and its officials knew this.

3. Bending the law is unlawful. Covering up, in this case for the possible authors of murder, is unlawful. Framing a man on false charges is unlawful.

4. Much of the above is known to the FCO and reflected in the cables I have and which have been wrongly, and unlawfully, withheld from the High Court.

Since I first wrote to you, you, your Minister and others have had capable means and a statutory duty, to investigate the matter. Had you or others done so, you would have had the

material I have sent you, within weeks.

But each day of your inexplicable indolence, and the indolence of Ministers and others, has added directly to the unlawful detention of Lorrain Osman, in that stinking hole in Brixton which provides an inhumane and degrading environment'.

This is an election issue, on which every candidate in every constituency in the UK will be canvassed and questioned, especially former Ministers. It is a matter that will be top

top of the agenda with a new Home and Foreign Affairs Committee in the Commons. I hope you have your answers ready.
