In the premises it is necessary to apply to join the Secretary of State for Foreign and Commonwealth Affairs in order to make the application for production of the said documents to this Honourable Court. There is now produced and shown to me marked "JDW 1" a true copy of a letter from my firm to the Treasury Solicitor representing the Secretary of State for Foreign and Commonwealth Affairs requesting production of the said documents together with the response of the Treasury Solicitor.

In the light of the response from the Treasury Solicitor I would submit that it is necessary for the proper conduct of Mr. Osman's application that this Honourable Court grant leave to add the said Secretary of State as a Respondent to this application.
