The solution in this particular case would appear to be to continue the remand but to allow bail. It might be objected that Osman might then abscond. This seems to me a risk which has to be taken and has been brought upon the Hong Kong Government by their own less than perfect handling of the case.

Perhaps it is unnecessary to add that I am writing to you as an individual member of the House and not

not because of my personal connections with Hong Kong.

I understood you to say last night that the Government had a perfectly good and defensible explanation of the way the case had been handled. In the light of this perhaps it would be useful for me to put down an Unstarred Question so as to enable you to explain the Government's stance publicly?
