1. Lord Derwent and Lord Fanshawe have separately written

to Lord Caithness about a booklet circulated by

Mr Kevin Cahill on the Osman case. How to reply?

Recommendation

2. I recommend that we pass the letters to the Home Office for substantive reply but that Lord Caithness should send short acknowledgements on the lines of the attached drafts.

Argument

3. The Home Office leads on the Osman case. Home Office

officials strongly advise that Lord Caithness should not be drawn into correspondence on this difficult and technical matter. If we arrange to transfer Lord Derwent and Lord Fanshawe's letters to them, they will ensure that they
