called our bluff by publishing a number of telegrams in a booklet entitled "HM Prison Brixton Justice Betrayed".

He purports to do so under 'Parliamentary privilege' because the booklet was circulated (widely) in Parliament. I attach a

copy of the booklet and a number of the previous papers. I would be grateful for your advice on how we should respond to the publication of the classified material, (the Home Office are leading on the substance of his allegations about miscarriage of justice etc). It may be that it remains the wisest course to avoid legal proceedings, but if so we shall need a strong defensive line, if eg MPs or other journalists ask why we are not proposing to take action against what I assume is a clear breach of the law.

3. We are beginning to get letters from Peers enclosing

the booklet. The Home Office are considering urgently, at our prompting, circulating a letter from one of their Ministers to recipients of the booklet, rebutting the

allegations.
