I presume that we have a clear idea as to how classified FCO documents got into Mr Cahill's hands in the first place. This would obviously be material to further police enquiries instigated by the DPP. It may be that persons other than Mr Cahill might have committed criminal offences. It would at all events be awkward and embarrassing if we had not done our internal homework.

If we decide to refer the papers to the DPP, then I think we must be prepared to say so in answer to enquiries. Our press line would be confined to saying that we had referred the papers to him in accordance with normal practice, and that all decisions as to further investigation or the bringing of charges were ones for him, not us, to take. But it would of course be necessary to clear this line with the Crown Prosecution Service press office beforehand.
