1. I have spoken with Home Office collegues responsible for the Osman extradition case about the possiblity of referring

Kevin Cahill's booklet to the Director of Public

Prosecutions. I have asked them to consider the

implications for the extradition case of a decision by the

DPP to prosecute Mr Cahill. They have asked to see some

back papers on the matter.

2. With your agreement I would propose to send a copy of your minute of 5 February and a copy of Mr Ricketts' minute

to you of 31 January with enclosures, with a covering letter as attached. Grateful for your views.
