We have received an enquiry from the a/m holder of a British Dependent Territories Citizen/Hong Kong passport (copy attached) and should be grateful for your guidance.

Mr Liang is a Swiss resident who regularly visits the People's Republic of China on business trips as an employee of Ascom-Hasler. When he submitted his latest application for a visa to the Chinese Embassy in Berne he was told that recent .. instructions from Peking no longer permit them to grant him a visa. Under Chinese law he is considered a Chinese citizen and was asked to complete an application for a travel permit to be used in conjunction with his BDTC passport. Closer examination' of the application form, however, revealed it to be an application for a Chinese passport. I should be grateful to know if you are aware of this recent Chinese ruling and for any advice we may pass on to him.

Mr Liang also asked to what extent he would be entitled to protection in China by HMG.
