Thank you for your fax message of 28 May.

Hong Kong BDTC passport holders are not normally issued with visas for China. Instead, they need a "Home Visit Permit" from the local branch of the China Travel Service. Local residents are familiar with this practice which is of long standing.

The Visa Office of the PRC Ministry of Foreign Affairs in Hong Kong advises that Mr Liang's experience in Berne is nothing new.

Chinese visa posts do not issue visas to holders of Hong Kong BDTC passports who should, instead, apply for a "PRC Travel Permit", copy of which is enclosed.

As regards protection in China, the PRC ethnic Chinese holding Hong Kong BDTC and Therefore,

regards BN (O) passports as Chinese nationals. British consular officials have no formal standing to provide them with consular protection and assistance. Thus, if Mr Liang needs help when he is in China, we can only make informal
