The revised policy is likely to be welcomed, particularly in travel and business as well as cultural and entertainment circles.

We do not intend to make any formal announcement of the changes to our visa policy and no Legislative Council brief will be issued. However, a question concerning Sovbloc visa policy is likely to be raised for written answer at the Legislative Council sitting of 29 January 1992 and the Secretary for Security will take this opportunity to explain our revised policy. Additionally, local business representatives and organisations will be briefed in the normal way.
