If the above also represents the understanding of the Government of the Czech and Slovak Federal Republic, the Chief Secretary of Hong Kong has the honour to suggest that this Note and the Minister's reply to that effect should constitute an understanding between the two Governments which will come into effect thirty days after the date of the Minister's reply.
