1. My teleletter to Iain Lindsay of 26 July reported the announcement of the end of the former Business Migration Programme (BMP). Mr Hand (Minister for Immigration, Local Government and Ethnic Affairs) announced on 16 December that a new Business Skill Category will be established in January under which the business background and skills of potential business migrants will be vetted far more rigorously than in the old BMP. Those given preferential entry to Australia under the business category will have their business performance monitored for three years. residential status could be revoked if at the end of that period they have failed to meet commitments to establish new businesses here. Applicants under the new Business Skill Category will have to give evidence of business experience as well as pass a points test graded according to the size of the business they have operated or intend to operate overseas, their age, proficiency in English and the amount of capital they are prepared to transfer to Australia. Additional points will be awarded if the applicant's business background is from an area considered desirable for Australia such as manufacturing or the development and use of innovative technology. Unlike the former BMP which was administered by private agents, the new Business Skill Category will be administered by the Department of Immig- ration, Local Government and Ethnic Affairs.
