Mr Tsekoa began by explaining that the Government of Lesotho

(GOL) wanted to clarify two points which they felt may affect

the way potential investors will look at Lesotho. He said that

the cases involved the cancellation of a diamond exploration

licence and the revocation of Lesotho citizenship granted to

276 mainland Chinese. The Government felt that the message

sent to investors was that arbitrary decisions to nationalise or

cancel approvals would be made after investment. This was not the case and the meeting was to explain the circumstances

around the GOL decisions.

2. Mr Christopher welcomed the assurance that no

nationalisations were intended. He said that HMG had declined

to make representations on behalf of Swissborough Ltd. He

asked whether GOL decision had affected the investment climate.
