The Department of Foreign Affairs of the Republic of Sierra Leone presents its compliments to the British High Commission in Freetown and has the honour to inform the latter that Mr. Frank Yiu who is the Republic of Sierra Leone's Honorary Consul Designate in Macau reported the seizure of his Letter of Appointment as Sierra Leone's Honorary Consul in Macau, his Sierra Leone Diplomatic Passport No. DOO2439 and Four Hundred and Eighty Seven (487) Republic of Sierra Leone Passports in his possession by the Commercial Crime Bureau of the Royal Hong Kong Police.

The Department of Foreign Affairs of the Republic of Sierra Leone would like to inform the British High Commission in Freetown that Mr. Frank Yiu, Chairman of LOREN-SEBO (HOLDING) LT in Hong Kong, is a naturalised Sierra Leonean and, as the Republic of Sierra Leone's Honorary Consul- Designate in Macau, he is qualified to hold a Republic of Sierra Leone Diplomatic Passport. The Four Hundred and Eighty Seven (487) Republic of Sierra Leone Passports in Mr. Yiu's possession are the bona fide property of the Government of the Republic of Sierra Leone given to him for the purpose of starting an Immigration Investment Project whereby businessmen in Macau and Hong Kong wishing to transfer their business in the Republic of Sierra Leone could apply for and if qualified be granted Sierra Leone citizenship and thus be issued Republic of Sierra Leone Passports.

The Department of Foreign Affairs of the Republic of sierra Leone is very much disturbed over the seizure of these items from Mr. Yiu especially the Commercial Crime Bureau of the Royal Hong Kong Police who made no reference to this Department and would very much appreciate if the Commercial Bureau of the Royal Hong Kong Police could immediately return to Mr. Yiu the items seized from him.
