GENERAL OBJECTIVE

To assess the depth and durability of India's commitment to economic and political change, and the opportunities this may offer for Britain to encourage developments which may
make India better-disposed towards the West, and particularly towards the UK.
SPECIFIC OBJECTIVES
A.
To make clear our full support for Indian economic reform and to encourage the Indian Government to persevere with its programme and extend it where possible, eg in foreign investment and trade.
B.
To reaffirm the excellent state of bilateral relations,
to explore ways of expanding it through enhanced official
and unofficial exchanges.
C. To be seen to take Indian views on international issues
seriously, to welcome and encourage the trend towards more helpful Indian foreign policies and to use current Indian goodwill towards us to push them to take seriously our
concerns.
D. To express our concerns about nuclear and CW proliferation, and to persuade India to play a positive role. in discussions about regional non-proliferation.
E.
To reaffirm our solidarity with the Indians against
terrorism and our determination to work closely with them
against Sikh and Kashmiri extremism/terrorism. To encourage India to establish similar bilateral arrangements with other
members of the EC. To encourage early conclusion of the
draft bilateral confiscation agreement.
