INTRODUCTION

This memorandum informs Members of the quota allocation system which is intended to apply to the current scheme for importation of labour.

BACKGROUND

On 7 January 1992, the Council ADVISED and the Governor ORDERED, inter alia, that the general labour importation scheme (i.e. excluding the airport-related scheme) should be expanded in such a way that the total number of workers imported under the general schemes (including the 13 800 workers imported under the 1989 and 1990 schemes and remaining in Hong Kong) does not exceed 25 000 at any one time.

Applications were invited from 20 January 1992 with a closing date of 28 February 1992. A total of 8 350 companies have submitted applications covering 92 631 workers which are well in excess of the quota currently available (approximately 12 000).

QUOTA ALLOCATION SYSTEM

The quota allocation system involves three main steps

a)

preliminary vetting of individual applications;

b)

allocation by industry; and

c)

allocation by company within industry.
