Hong Kong overseas students, former Hong Kong residents and other people who

interested in seeking employment in Hong Kong; and

are

(ii) employment opportunities in Hong Kong;

provide the information in (a) to employers and (overseas) job-seekers through computer network and other conventional means;

to

provide employers with follow-up services, such as interviewing and assessing short-listed job-seekers; and

(d) to provide job-seekers

job-seekers with information on the labour market, educational opportunities for children, accommodation, cost of living, and other up-to-date developments regarding Hong Kong.

The Hong Kong Institute of Personnel Management is well advanced in the development of a computerised service capable of meeting the requirements in paragraph 12.

The service operates on a computerised network called IPM-Net which provides quick, easy and inexpensive access to the resumes of persons living in Canada who have expressed an interest in returning to Hong Kong for work. By subscribing to the service, a Hong Kong employer can

can connect his computer to the database through a telephone line. At HK$10 per minute, he can view the resumes on-line, or copy

copy the

information onto his computer. If the employer wishes to contact a particular person, he can ask the computer for the name and contact information at an additional charge of HK$250 per person. The employer can either proceed to interview the person or ask IPM-Net for a list of firms that could interview and assess the person on his behalf for a fixed, but modest, fee.

The database will be compiled by inviting job-seekers either to send their resumes to an office in Toronto, or to key the information directly into the database via their own computer. The information will be checked and forwarded to Hong Kong for entry into the master database. Resumes will then be retained for four to six months and job-seekers can ask for extensions. Employers will be asked to inform IPM-Net once a candidate is employed so that the database may be updated. To discourage the casual job-seeker, a small fee of about C$25 will be charged for each period in which the resume is kept in the database.
