Thank you for your letter of 28 January about the registration of certain children of British citizen parents resident in Hong Kong.

I discussed this question with Dr Leong of Omelco when he came to see me on 14 January and again briefly on 17 February when he provided details of the numbers and location of children likely to be involved and the attitudes of their parents to the limits of any possible concession. Dr Leong promised to write with more complete details.

I shall ask my officials to consider the issue in the light of Dr Leong's further comments following which I and Kenneth Baker will review their proposals. I shall write to you again as soon as we have done so.
