I am grateful to you for looking again at this problem, and for coming up with a generous set of criteria. Alastair Goodlad was able to discuss them with Dr C H Leong (the Hong
Kong Legislative Council member who has been at the forefront of this issue) on 3 September. Dr Leong agreed that the criteria should cover the great majority of the applicants, and was very pleased with the outcome.
