1. Many thanks for your letter of 2 September.

2. I am grateful to you for looking again at this problem, and for coming up with a generous set of

criteria. Alastair Goodlad was able to discuss them with Dr C H Leong (the Hong Kong Legislative Council member who has been at the forefront of this issue) on 3

September. Dr Leong agreed that the criteria should cover the great majority of the applicants, and was pleased with the outcome.

3. I therefore confirm that we accept your proposal. Alastair Goodlad proposes to make it public when he meets Legco members in Hong Kong this week. It will make a considerable impact in Hong Kong if we can make an early

start on registering successful applicants. I therefore

hope that implementation can begin quickly.
