On 27 July, the Home Secretary agreed that OMELCO could be told that he would look "generously and speedily" at applications from such children. How to follow up?

Recommendation

2. I recommend that the Secretary of State minute to

the Home Secretary, making the case for registering the whole group, which would pay disproportionate dividends in Hong

Kong. I submit a draft.
