Problem

1.

The attached minute from the Home Secretary in response to the Secretary of State's minute of 4 August on the case of these children, who are caught by an anomoly in the 1981 Nationality Act.

Recommendation

2.

A quick response from the Secretary of State to the Home Secretary accepting his proposal. I submit a draft.

Arqument

3. The Home Secretary has responded positively to the Secretary of State's minute (after Mr Goodlad had been through the problem with the Home Secretary's Special Adviser, Mrs Keswick). The criteria which the Home Office have produced should (as the Home Secretary's letter makes clear) have the effect of covering the great majority of the children concerned.
